Howard Bicker
Howard Bicker served as the Executive Director of the Minnesota State Board of Investment. Prior to his appointment to that position in December 1981, Mr. Bicker served the Board in a number of capacities, including Acting Executive Director, Assistant Executive Director and Senior Portfolio Manager.
Mr. Bicker holds a Bachelor’s Degree from Winona State University and an M.B.A. in Finance from the College of St. Thomas, Saint Paul, Minnesota.
The Minnesota State Board of Investment directs the investment of approximately $68 billion of retirement assets, trust funds and state cash accounts.
